The system of voluntary certification ROSTEST-QUALITY is developed and registered in the state register in 2002 by Regional Body on Certification and Testing ROSTEST-MOSCOW with the purpose of creation of the new efficient system of verification of production quality and services being sold at Russian and foreign markets.

There are two essential kinds of verification of conformity: compulsory and voluntary. The detailed description of the first one can be found in other parts of the site. The necessity, mechanism and positive consequences of carrying out a voluntary certification will be described below.

In contrast to a compulsory verification of conformity of the declared for certification production with the requirements of safety (the GOST R system of certification), at free-will certification the declared functional consumer characteristics and specific parameters of a product are checked. As a rule, this kind of verification of conformity is more complicated from procedure point of view because of absence of nomenclature (list) of products being subjects to a voluntary certification! Thus, there is no clear list of requirements experts of a body on certification and testing laboratory are to examine for conformity with. All this issues are solved at the moment of target setting. As a rule, particular difficulties are connected with search of normative technical documents which contain the requirements for the object of certification. That is why cost of a voluntary certification is often higher than in cases of obligatory conformity verification.

The necessity of voluntary certification usually appears when a company searches for the new competitive advantages over companies which have a similar set of obligatory documents regulated by the Russian legislation. Struggle for consumer market assisted in development of more professional and qualified approach both of companies (executors) and certification centers, constantly developing new mechanisms of verification of the quality of this approach. The creation of System of Voluntary Certification ROSTEST-QUALITY has become the result of this tendency.

Certificate ROSTEST-QUALITY system verifies that a product or services having been certificated will not be harmful for peoples’ life, health, property and were produced in accordance with the strictest requirements of safety and quality. It is evident that accepting such responsibility “ROSTEST” must be completely sure in actual potentialities of a company receiving the certificate for a product or services, or in real conformity of the characteristics of being certified products with the main criteria of quality. Activity of being certified organization and stability of producing of goods is controlled during all the period of validity of the certificate.

At present, only confident in their potentialities, prepared for an objective and independent valuation of their activity and their approach, directed to a consumer organizations carry out a voluntary certification of their product.
