Technical Specifications (development, concordance and registration)
Technical Specifications (the TS) is a document which determines the technical requirements products, services or a process should satisfy. The document should contain procedures verifying the meeting to these requirements.
The necessity of the TS appears when a producer by some reasons makes a decision to produce goods not in accordance with national standard (GOST) or in case of absence of the corresponding standard.
As a rule, technical specifications are developed by a producer itself or by correspondent (branch) scientific research institute or are acquired from owner of an original of existing Technical Specifications. After approval of the TS and registration of a catalogue list in Russian Technical Regulation, owner has the right of determination of conditions of access to the TS, passing the rights, protection from illegal use and selling the right of use to other organizations.
Owner of the TS is a person which approved it (there must be his signature in the right top corner of a title-page of the TS). He also is a holder of an original of the TS and has an exclusive right of making changes in it (this right can be also passed by an agreement).
The TS is a part of a complete set of documentation for a product and contain total complex of requirements to a product, its producing, control and acceptance.
The TS are developed for one concrete product, material, substance or several concrete products, materials, substances, etc. Requirements determined in the TS cannot conflict with obligatory requirements of state (intergovernmental) standards for this kind of production.
For a producer Technical Specifications is a document which determines the whole process of producing, from design to delivery of ready product to a customer. A producer has definite obligations to customers providing the required level of product quality which must correspond (be not lower) with the determined requirements of technical regulations.
For consumers of a product Technical Specifications is a document which allows to control the conformity of a product quality with the determined requirements and to make a conclusion on satisfaction to the requirements in the basis of examination.
Also the TS include a part which contains rules of acceptance and methods of control of a product quality with the purpose of prevention of disagreements between a producer and a consumer of a product.
According to GOST 2.114-95 “Unified System of Design Documentation. Technical Specifications” and GOST R 51740 “Technical Specifications for Articles of Food. Common Requirements for Development and Issue”, the TS may contain the following parts:
• sort of package material;
• technical specifications (main characteristics of a production, requirements for raw materials, marking, packaging);
• requirements of safety;
• requirements of environmental protection;
• rules of acceptance;
• methods and ways of examination and control;
• conditions of transportation and storage;
• regulations of use;
• producer’s guarantees.
At registration of Technical Specifications, a stamp and marks of a registering organization should be affixed. The right of registering and including in the list of technical specifications belong only to regional organizations accredited by Federal Agency on Technical Regulation and Metrology (e.g. “Rostest-Moscow”).
Information on the presence of the TS for a concrete kind of product can be found in informational reference guide-book “Technical Specifications”, which is formed in the basis of catalogue lists of production and is published by the federal state enterprise “StandardInform”.
