Sanitary-and-epidemiologic conclusion (hygienic certificate)
Sanitary-and-epidemiologic conclusion (formerly named as the hygienic certificate) is a document which verifies permission of bodies of Ministry of Health and Social Development of Russian Federation (Minzdrav) for producing (import) of products conforming to the determined requirements, hygienic norms and sanitary regulations. It also serves as an official confirmation of a product safety for people’s health.
As practice shows, issue of the sanitary-and-epidemiological conclusion frequently serves as a necessary condition for carrying out an obligatory certification of production and getting certificate of conformance to the GOST R system. Beside this, presence of the sanitary-and-epidemiological conclusion is a compulsory requirement for import and sale of production requiring a compulsory sanitary-and-epidemiologic examination.
At present, sanitary-and-epidemiological examination of production is carried out by territorial department (issue of conclusions) and Centers of Hygiene and Epidemiology (testing) of Russian Customer Supervision, although formerly all the procedure could be carried out by unified Centers of State Sanitary and Epidemiological Supervision of Russia. A number of directions of sanitary-and-epidemiological valuation stay to be an exclusive prerogative of Russian Customer Supervision (former Department of State Sanitary and Epidemiological Supervision under Ministry of Health), as before.
There are following schemes of issuing the sanitary-and-epidemiological conclusion (the hygienic certificate):
• for a contract (without indication of size of a consignment);
• for mass production (without indication of a contract and size of a consignment, for a producer).
The necessity of carrying out an examination is determined by sanitary doctors in every specific case according to a set of represented documents verifying safety of a product for peoples health (examination reports, list of safety, etc.), and, as a result, influences on total cost of sanitary-and-epidemiological examination of a product.
