Certificate GOST R (Certificate of conformance to the GOST R system, Certificate ROSTEST, Certificate RCT)

Certificate of conformance to the GOST R system is a document which verifies conformity of a production to the requirements of current normative documents for your kind of production. The certificate is issued by Russian Technical Regulation (RusTechRegulation) and is necessary for production delivery to the territory of Russian Federation and for products sale through trading network.

There are following kinds of certificates:

- delivery certificate (without tests, with indicated invoice in it, for seller/clearing company, for limited consignment of goods) – SCHEME #9:
Declaration of conformance with accompanying documents verifying conformity of a production with the established requirements is used. Tests are not provided. In the declaration of conformance producer (seller) declares on his responsibility that his production satisfies the established in Russian Federation requirements. This scheme is used in case of certification of small consignment of imported production, single product or set of products which is purchased for equipping of native (Russian) industrial or other projects, if represented technical documentation (producer’s certificate of quality, producer’s declaration of conformance, certificate of the ISO 9000 system of quality management) proves safety of the production.

- certificate for a consignment of products (with test, with indication of a contract, size of a consignment or period of validity; for seller)

- SCHEME #7:
The scheme is recommended when production and sales of a product are occasional. Testing of products is compulsory. The scheme is used if you import a large consignment of products and are about to sell it wholly at once.
- SCHEME #2:
Is used for imported products in view of long-term contracts or permanent deliveries by a single contract. The certificate is issued for a contract and is limited by period of validity. Testing of products is compulsory for issue of this certificate.

- certificate for mass production  (testing required, without indication of contract and consignment size; for a producer) – SCHEME #3:
Is used if a body on certification can be sure that stability of production will be kept at least until next inspection. The certificate is issued for a fixed period of validation (not more than 3 years) after all necessary tests have been carried out with positive result.

Declaration of conformance to the GOST R system has the same legal force as the certificate of conformance, but is issued by producer (supplier) on the basis of necessary data about product safety (testing reports, etc.).
Cost of issuing of the listed certificates and declarations can be different, as it depends on presence or absence of the necessity of testing, various periods of validity and purposes of certificates.
