Certificate EURO-3 

Since the year of 2008 transfer to the EURO-3 system will be realized in Russia.

Earlier the standard EURO-2 was in force in Russia, after joint direction of Ministry of Internal Affairs, Ministry of Industry and Energy and Federal Custom Service came into force. It introduced the new order of verification of conformity of imported motor-vehicles with the new ecological standard. According to this direction, foreign motor-vehicles which did not conform to the EURO-2 standards were detained at the border of Russia. The new requirements concern of used motor-vehicles being imported to the Russian territory.

Until the direction came into force, temporary order of importation of motor-vehicles was in force, namely the table which determined accordance with the new ecological standards by year of issue of the vehicle.

The new technical regulations foresee creation of two databases. The first one will include models and modifications of motor-vehicles which have been approved for importation to the Russian territory as corresponding to the requirements of the EURO-2. This information has being fixed since 1996 and there are 3.5 thousand of vehicles in it. The second base contains information on certificates of conformance, which have been issued in Russia earlier. The bases are available for motor-vehicles sellers and ordinary motor-car enthusiasts on the internet site of Russian Technical Regulation. Here every potential buyer can find out if a model he is going to buy is present at the base or he will have to issue the EURO-2 certificate. The data bases are widen monthly.

On 04.22.2006 special technical regulation came into force in Russia: “On the requirements to the exhaust of harmful (polluting) wastes by motor-vehicles”. According to this document motor-vehicles of lower than EURO-2 ecological class cannot be let out to the Russian market.

According to the special technical regulation, verification of conformity of the new motor-vehicles (not having been in use) to the EURO-3 requirements is carried out by means of “approving of the type of the motor-vehicle”).
For motor-vehicles having been in use such document is a certificate of conformance.
Certificate of conformance with the requirements of technical regulations is a document of the established form which verifies the conformity of a motor-vehicle and installed engine with the requirements of the named regulation.


The documents necessary for issuing the “EURO-3” certificate
For natural persons:
•  a written request;
•  a copy of passport of the owner of the motor-vehicle;
•  characteristics of the motor-vehicle;
•  a document verifying correspondence of the motor-vehicle with the ecological class “EURO-3” and higher (certificates of approving of the type of a motor-vehicle, foreign certificates (BRIEF, TITLE), foreign expert conclusion); for vehicles having been in use – a document of reequipment.
For juridical persons:
•  a written request;
•  a documentary evidence of registration of the juridical person;
•  a documentary evidence of being registered in a tax body;
•  characteristics of the motor-vehicle;
•  a document verifying correspondence of the motor-vehicle with the ecological class “EURO-3” and higher (certificates of approving of the type of a motor-vehicle, foreign certificates (BRIEF, TITLE), foreign expert conclusion); for vehicles having been in use – a document of reequipment.
