'Denial' Letters 

In the event that a product or service of a customer does not require a compulsory verification of conformance (certification, declaration, sanitary-and-epidemiologic examination) and this fact needs to be confirmed documentarily, representative organizations issue corresponding informational letters, so-called “denial” letters. The “denial” letters can be divided into letters for custom-house representation and for trade use. In spite of the fact that the matter of the document does not change and does not depend on conditions of use, conditions of issuing of these letters are different.

Before going into details, it is necessary to define the existing kinds of “denial” letters by the names of issuing organizations.

The most commonly used “denial" letters in the GOST R system of certification are Clarifications of production belonging to the objects of obligatory certification. According to the definition, they are not always denial. These letters are issued by the VNIIS. As a rule, cost of issuing is higher and terms are longer (2-3 days). These letters are accepted everywhere, but there is a number of restrictions at issuing (e.g. at custom letters a concrete invoice must be indicated, etc.).

Regional body on certification and testing “Rostest-Moscow” is also empowered for issuing informational letters verifying the absence of necessity of a product compulsory certification in the GOST R system. At that, independently from the field of application of the document, cost and terms do not change (from 1 day).

“Denial” letters in the field of sanitary-and-hygienic examination are issued either by corresponding sub-units of Russian Customer Supervision, or by Russian Customer Supervision directly. At present, cost and terms of issuing of these letters are higher than in the GOST R system for a variety of reasons.

“Denial” letters in the field of fire-fighting prevention are issued by empowered organizations, which are accredited in System of certification of products and cervices in the field of fire safety (the SSPB). The main bodies are the VNIIPO (“Pozhtest”) and “Rostest-Moscow”.
