For economic circumstances improvement in the country it is necessary to support those enterprises which make competitive products and render service proper quality. Rates of growth of the state, its material welfare, and also a degree of quality of a life of citizens should improve constantly, and for this purpose it is necessary to stimulate diligent manufacturers. One of methods of their support is the establishment of competitions and awards in the field of quality sharing and a victory in which are capable to allocate favourably any production or service, to draw to it attention of consumers, perspective partners and suppliers.
The government of the Russian Federation has founded awards of the Government of the Russian Federation in the field of quality the decree in 1996, has approved Position about awards and has entrusted with the Ministry of the industry and power of the Russian Federation to form Advice on award of awards of the Government of the Russian Federation in the field of quality; also the Government accepts Decrees on award of awards. On technical regulation and metrology organizational-technical maintenance of activity of Advice and realisation of competitions on competition of awards was entrusted to federal agency.
Минпромэнерго the Russian Federation has formed Advice, and has approved its structure. Informing on competition realisation, definition of an order of its realisation and examination of the materials granted on competition by the organisations-participants is entrusted to advice.
