The first international meeting on creation of the international organisation which should develop requests to safety of items of electrotechnical productions and rules of their acceptance has been organised in 1926 by representatives of Germany, Sweden, Norway and Holland. In 1985 the System of the International electrotechnical commission (ÌÝÊ) on tests of an electric equipment for conformity to safety standards (ÌÝÊÑÝ) has been created. Purpose ÌÝÊÑÝ is assistance to an international sales electrohousehold (electronic and electrotechnical) items: a household electric equipment, network electronic equipment, the lighting goods, medical electroequipment, elektronno-computer facilities, an electric equipment of offices and the enterprises, etc., i.e. an electric equipment which operation is carried out not by experts in area electrical engineers, and usual consumers.
At present for Russia international sales development by the low-voltage equipment is important. It is necessary to reduce existing barriers to effective cooperation with other countries. Now the most wide-spread instrument for recognition reception in the electric equipment world market is reception of Certificate ÑÁ and test report ÑÁ. This certificate – the diploma of Scheme ÑÁ – Schemes of a mutual recognition of results of tests and electric equipment certification on conformity to standards MEK.
MEK is one of the most authoritative in the world of standardization organisations and to acknowledgement of conformity of an electric equipment; besides working out of the international standards she attends as well to coordination and unification of national standards in area electrical engineers, electronics and a long-distance communication with the purposes of maintenance of development of the international division of labour and world trade. Feature of activity ÌÝÊ is creation under its aegis of the international systems of the certification one of which is the Scheme of SB ÌÝÊÑÝ
At the heart of Scheme ÑÁ use of international standards ÌÝÊ lies. Member-countries ÌÝÊ can participate also in ÌÝÊÑÝ that will allow, having conducted once tests under the standard recognised as member-countries, to receive the national certificate on production in any of these countries, without conducting re-testing, so without additional time and cash expenditures. Sharing in ÌÝÊÑÝ allows to adjust more close contacts with representatives of business – manufacturers of an electric equipment as they have possibility to be present at meetings ÌÝÊÑÝ.
Member states Schemes ÑÁ advance National ñåðòèôèöèðóþùèå bodies (ÍÑÎ) which can or accept Certificates and Test reports ÑÁ and to issue on their basis national certificates, or besides acceptance of these documents as for issue national they can as well to issue certificates the basis and Test reports ÑÁ. Issue and recognise test reports on standards can only officially recognised in MEKSE ÍÑÎ after giving of the corresponding demand.
